A High-Stakes Gamble: Parties Bet the Other Will Fold as Shutdown Bites

The government shutdown has become a high-stakes political gamble, with both Democratic and Republican leaders betting that the other side will fold under public pressure as the consequences begin to bite. This dangerous game was on full display Wednesday as the Senate rejected competing funding plans, with neither party willing to concede defeat.
The “bite” of the shutdown is becoming sharper. What began with closed parks has now led to staffing shortages in the nation’s aviation system. The pain will become acute next week if, as expected, military service members and other essential federal employees do not receive their pay. Both sides believe these mounting problems will force their opponents to cave.
Democrats are betting that Republicans will be blamed for refusing to negotiate on a popular issue: extending Affordable Care Act (ACA) tax credits. They believe the public will side with their effort to prevent healthcare costs from rising for 20 million people.
