Singapore and Timor-Leste have solidified their commitment to bolstering mutual ties by signing a new cooperation framework focusing on economic, healthcare, education, and regional matters. This significant agreement was witnessed by Singapore’s Prime Minister Lawrence Wong and Timor-Leste’s Prime Minister Xanana Gusmão during Wong’s historic official visit to Dili, marking the first such visit by a Singaporean prime minister. The framework provides for regular dialogue between the foreign ministries of both nations to address bilateral, regional, and international issues.
Economically, Singapore continues to assert its role as a major investor in Timor-Leste, with Singaporean enterprises actively exploring opportunities in renewable energy and wholesale trade sectors. In a move to enhance workforce collaboration, Prime Minister Wong announced that starting in 2027, Timorese workers will have the opportunity to seek employment in selected sectors within Singapore, such as construction and marine shipyards, thereby fostering stronger connections between the peoples of both countries.
In the realm of healthcare and education, plans are in place to deepen cooperation. Singapore’s National University Hospital is set to collaborate with Timor-Leste’s Ministry of Health on developing the healthcare workforce and providing training. Additionally, Singapore will contribute to leadership training initiatives for educators in Timor-Leste, reinforcing educational development.
Further demonstrating its support, Singapore pledged to aid Timor-Leste’s integration into ASEAN. This support includes expanded training programs and assistance in preparing for Timor-Leste’s anticipated ASEAN chairmanship in 2029. These efforts underscore Singapore’s dedication to supporting Timor-Leste’s regional aspirations and development goals.
During the visit, in a gesture of appreciation for Singapore’s enduring support of Timor-Leste’s development and its journey towards ASEAN membership, President José Ramos-Horta honored Prime Minister Wong with the Order of Timor-Leste (Grand Collar). This recognition highlights the positive impact of Singapore’s contributions to the growth and stability of Timor-Leste.
