Singapore PM Declares Strong Leadership Essential for Good Governance

Prime Minister Lawrence Wong of Singapore has underscored the necessity of competitive pay for political leaders, emphasizing that having capable and dedicated individuals in senior roles is crucial for effective governance. During a parliamentary session on September 8, Wong highlighted that strong institutions thrive under leaders who possess integrity, competence, and sound judgment. He pointed out that ministers must be adept at setting priorities, making strategic decisions, and shouldering the responsibility for challenging choices.

Wong argued that while public service should fundamentally be a calling, remuneration plays a vital role in drawing qualified individuals into the political arena. He cautioned that excessive personal and financial sacrifices might deter talented people from pursuing political careers. The government has agreed to recommendations from a long-overdue review of salaries for political office holders and Members of Parliament, with Wong noting the necessity of these adjustments to ensure political leaders’ terms of service remain relevant in a changing world.

He further warned that weak political leadership has the potential to negatively impact the quality of the civil service. According to Wong, capable public officers require leaders they respect and can learn from, and prolonged poor leadership could lead skilled officials to depart or become less inclined to take on challenging responsibilities.

In selecting ministers, Wong emphasized that character is of paramount importance. He stated that individuals lacking in integrity, values, and commitment to public service should not hold ministerial positions, regardless of their abilities. However, Wong also made it clear that integrity alone is insufficient; ministers must also possess strong judgment, competence, and leadership skills to effectively navigate the demands of governance.
